I've had a burlap bag before and sadly, it did chaff. Like crazy. I think they'd make better grocery bags because they wouldn't be on your person for as long.
Not a nice fancy one like that, but we used different burlap bags around the house for different things (carrying the potatoes to the cellar, storing veggies in, that kind of stuff) and I hated carrying them around because they would eat your skin. They were likd carrying that rough prickly rope. However, I'm thinking that, like with all fabrics, there are different kinds of burlap and some might not be as rough as the ones we used.

I would go with the grocery bag idea, but make the handles out of something else. It really does eat away your skin pretty quickly.
